I think it's disappointing enough not seeing a bounty come to fruition, at least this way, you can move on and either get your money back or contribute to something different. Haiku is a small community, I figure if a bounty is on this website for 3/4 of a year getting ~600 hits/day, then word would probably get around to a probable candidate developer. It would be a big factor for me. I don't know if leaving the bounties there forever would be a good thing. I would be afraid it would stay there way too long.
